The City of Clearwater is seeking a CRA Division Manager (Placemaking and Project Manager) to develop, administer, and implement community redevelopment programs and initiatives.

This role focuses on advancing redevelopment efforts through strategic planning, project management, and stakeholder coordination to enhance economic growth and community vitality.

🔎 Job Summary

Under administrative direction, this position leads CRA projects, programs, and activities, helping shape redevelopment strategies and oversee implementation efforts across the city.

🛠 Key Responsibilities

  • Evaluate social, economic, and market data to support redevelopment strategies
  • Manage projects, programs, consultants, and contracts
  • Prepare reports, proposals, presentations, and agenda materials
  • Coordinate RFPs, RFQs, budgets, and procurement processes
  • Monitor project timelines, deliverables, and performance
  • Collaborate with city officials, departments, and community stakeholders
  • Develop partnerships and support business attraction and retention efforts
  • Conduct research and analysis to recommend solutions and improvements
  • Lead special studies and redevelopment initiatives

🎓 Minimum Qualifications

  • Bachelor’s degree in public administration, urban planning, economics, or related field
  • Five (5) years of experience in redevelopment, urban planning, or economic development
  • Valid driver’s license

Preferred Certifications:
AICP, CEcD, or PMP
