The South Western Oklahoma Development Authority (SWODA), acting as contracting agent for the Southwest Oklahoma Regional Transportation Planning Organization (SORTPO), invites firms to review the Request for Proposals: Regional Transit Dispatch Coordination, Technology Assessment, Procurement, and Implementation Assistance Solicitation No. RTPO-RD-2026-03.

The project will assist SWODA, SORTPO, and regional transportation partners in evaluating and advancing a regional transit dispatch pilot for the 16-county southwest Oklahoma region.

This is an implementation-oriented project. The selected consultant will assess existing transit operations and technology; work directly with rural transit providers and regional partners; evaluate governance and operator alternatives; conduct national peer research; assess dispatch technology and interoperability; develop procurement-ready requirements; assist with pilot implementation; and develop a five-year business and sustainability strategy.

The project will also examine opportunities for coordination with healthcare, Medicaid/NEMT, veterans, tribal, and human-service transportation while maintaining the independence and existing responsibilities of participating transportation providers.
